            Rehabs do NOT owe a duty to their neighbors to exercise reasonable care to
    control the wrongful conduct of their addicts (residents) EVEN IF THEY ARE
    'CRIMINAL JUSTICE CLIENTS or inmates from the Dept. of Corrections.  Rehabs do
    NOT owe a duty to the public.
