There is a DIRECT connection between the state agency licensing Residential Treatment
Homes (rehabs) and the California Dept. of Corrections.
NEW!!!!! REHAB ADDICTS STAB NEIGHBORS
If a rehab fails to lock down knives, fails to provide required 24 hour
staff supervision, fails to fix their broken alarm system which would
keep addicts IN the rehab a night & even fails to call police when 4
addicts escape-- the rehab is NOT responsible for the stabbing of
two people.
Rehabs do NOT owe a duty to their neighbors to exercise reasonable
care to control the wrongful conduct of their addicts (residents)
EVEN IF THEY ARE 'CRIMINAL JUSTICE CLIENTS or inmates from
the Dept. of Corrections. Rehabs do NOT owe a duty to the public.
Why? Because OF A SPECIAL RELATIONSHIP BETWEEN REHABS
AND THE CALIF. DEPARTMENT OF CORRECTIONS!!!! Read details
of this shocking conclusion by the Calif. Court of Appeals on August
29, 2007. Click Here to Read the Court Case.

STATE REHAB LICENSING AGENCY & DEPT. OF CORRECTIONS
The Calif. Dept. of Alcohol & Drug Programs (ADP) licenses these resident
properties AND works together with the Dept of Corrections to use
residential facilities to place convicts and felons as a condition of parole
and under court order. These facilities are being used by ADP and Dept.
of Corrections as an alternative to jail/prison!
"The Department of Alcohol and Drug Programs (ADP) has supported the
development of drug courts in California since 1998. ADP, in alliance with
the numerous drug courts throughout the State is committed to the
concept that alcohol and services and treatment are preferable to
incarceration of nonviolent drug offenders."

ONE MILLION DAYS OF 'PRISON TIME' SAVED
ADP WANTS FELONS and PAROLE addicts in Our Neighborhoods to SAVE money
on Prison? The state of California WANTS these addicts WITH FELONY
CONVICTIONS & ON PAROLE in our neighborhoods to SAVE money on prison/jail
time! The state agency licensing these 'rehab homes-businesses' in residential
neighborhoods is Calif. Alcohol and Drug Program (ADP) in Sacramento. This
SAME AGENCY manages and disperses MILLIONS annually to get treatment for
convicted FELONS in communities & residential neighborhoods. READ ADP's
Annual Report. They are so very proud that over 7,000 'adult FELONS' were
placed in these 'community court programs' (in only 18 months!) & have avoided
prison or other incarceration. Page 9 cites over a million days of PRISON were
avoided by placing these FELONS in our neighborhoods!

PAST ADP DIRECTOR PROMOTED TO DEPT. OF CORRECTIONS
READ the 2007 Press Release as Governor Arnold appointed a NEW Director for ADP, while the
past ADP director has gone on to the Calif. Dept. of Corrections and Rehabilitation. Hmmmm,
from ADP (licensing addiction treatment homes) to Dept of Corrections? YES, do YOU
understand this connection? From the press release dated 2/20/07: "The California
Department of Alcohol and Drug Programs (ADP) will work closely with the newly re-organized
Division of Addiction and Recovery Services within Calif. Dept. of Corrections and Rehabilitation
(CDCR) to create a stronger substance abuse treatment network for in-prison and community-
based treatment programs to help reduce recidivism rates among the parole population." ADP
is a $600 million public state agency with the purpose of treating addicts in the CA. Court
System? YES- now you've got it!
